The phrase "You get what you pay for" pretty much describes forced induction.
Yeah, you might be able to get a cheap ebay turbo to work. For about a month. They're kind of notorious for the seals leaking. And when the thing that's spinning upwards of 190,000rpm stops getting oil, it's not pretty.
I'd heavily suggest you save up and buy either a new turbo or find a used one. You can pick up a perfectly good t3/t4 .57 trim for between $300 and $400, and smaller turbos like the 14g and t25 usually sell for around $100-$200.
