When it says 2.5 to 2.75 inch drop does that mean i can go up to that or thats what it goes to. So could i like drop it 1 to 1.5 witha 2.5 2.75 drop coilovers?

If you're looking at springs, the number they give you is where the car will sit. If you're looking at coilover sleeves or full coilovers, then it's adjustable usually from 0 in down to the number it gives you.

The keyword there being "adjustable." Usually when they give two numbers liek that they are speaking of front/rear. As in: 2.5" drop in the rear, 2.75" drop on the front.
