as far as adjusting the shocks to make them "stiffer", i'd just set them either 1 or 2 full turns up from their lowest setting. adjusting the shocks doesn't really make the car feel like its stiffer or anything like that. adjusting them allows you to control the movement of the spring according to the spring rate on certain surfaces and in motor sports, according to track layout/pavement. the Tein springs are pretty soft springs so for the best ride all around, u'd be better off having the shocks set at a fairly low dampening setting.

when i drove mine pretty low i set the fronts to firm and i put the rear to soft. thats the best settings i could find for daily driving with it so low.
one thing i definatly want before i put my setup on my 96civic is the front extender top mounts. and ill also be modifying the splash shields and bracing behind them so i can get the most travel as i can... only thing i wont install on the 96 is the front camber arms. ill still use the rear but not the front since the lower you go the more posibility it is for the larger Aarm to hit the tower... tho i might install them later on if i decide to lift the tower a bit in that area for clearance.... just one good thing about having a cheap rebuilt civic.LOL cutting doesnt bother me to much.
