Default Front Wheels Kepp Bottoming Out

I have a 95 civic and i just got 17" rims and tokico shocks and ground control coilovers put on my car. But my front tires keep hitting the top of my fenders when i hit a dip and my car is raised higher than it was before and i never had any problems bottoming out till now. Are my wheels to big or do i need to raise it some more? Please help thanks.

what size are your tires, and what width/offset are the rims? can you raise it up more or do you have the perches at the top? did you get an alignment afterwards? are your shocks adjustable? what are your spring rates?
