Tell you what....I've had 15's, 16's and 17's....they all handle nearly the same, but the 15's ride sooooomuch better. But it would depend on your year civic as the new ones have a larger diameter, so you could get the same ride quality out of a 16/17 as I do from a 15.
**Edit: in case of the fact you just posted your year...I'd say 15's would be nice (seeing that mine is the same gen)

yeah, your best bet is probably a set of 15's. 16's would be just as nice, but trust me on this, the ride quality with 17's leaves a lot to be desired.
as far as I'm concerned:
14's = too small to justify the cost of aftermarket wheels (not to mention there's very few of them)
15's = style, performance, comfort
16's = style, some performance, some comfort
17's = style
18's = bling
19's+ = "I have too much money to spend"
