Default Steering!!!!!!

I own a 92 LX which has been through its rough times. What i'm wondering about is my steering responsiveness. Compared to other 92's its not as responsive. Mine often feels laggy and slow, i was wondering if that is just the steering linkages being worn out or if that is my loose suspension. Could someone please give me some as to what the cause of this problem is and possibly how i could fix this problem. Preferably a low cost method!!!!!

could very well be your rack and pinion, jack the car up in the front, grab a tire, and kinda toss it the direction of your choice (left or right) if it goes freely to one side and bounces back really easy, 99.9% thats what it is... also kind of feels like your driving on ice at times??????
