Default Sway bar mounts. - Honda Civic 2003

I have a Honda Civic 2003 DX-G. I have felt that this car did not ride smothly since I got the car. In the last year I started to notice a clunking sound whenI hit a pot hole 9 much more than before ) I changed the front shock due to a leak in the left side. This helped a little but the noise did not do away. Then I changes the sway bar linkages. This did nothing but cause a eekk eeekk noise on the front drivers side. I was told that if I lubed the linkage bolts that this might help. I suspect that it may be the sway bar rubber mounts that may be the cause of the noise. I purchased 2 front rubber sway bar rubber mounts. These rubber mounts have a thin white coating on them and are very greasy.
My question is when mounted properly should these rubber mounts grip the sway bar and not allow mouvement or should these rubber mounts allow some movement of the sway bar. ShouldI remove the lube from the rubber mounts before installation? What is the pourpose of this lube? It is coated on the outside of the mount as well as in the hole for the sway bar.
