What are these wires?!?!
From the steering wheel, this little red wire looks like it pops in 1 of those 4 plug spaces, anyone specifically?
And i am in the middle of a 96-98 to 99-00 dash swap, I ended up with an extra plug over by the heater blower... My heater blower uses a 4 prong plug, the 4 prong plug from the 99-00 dash had a relay on it, and then a loose 3 prong plug that my 97 dash did not have. So I took the replay off the 4 prong plug so i could plug it into the heater blower, now I have this spare 3 prong plug.... Do i need a relay for it? can i just electrical tape it? as of right now I am just leaving it, and i plan on putting the new dash in tomorrow and seeing if everything works -_-

Do i need to get the 99-00 heater blower plug itself? since i am using the same heater blower from my 97 civic, as in i did not get a new one...

You didn't disconnect the horn first. The red wire is for the horn buttons. It supplies power. Pressing the button makes it ground out, so it honks the horn. I looked at my spare cable reel and that wire should go right in the middle of that plug, in theory. My cable reel has the stuff for cruise control but that apart appears to be the same.

The 1996, 1997 must use a resistor system to control blower speed, the 1998 and later a power transistor. If you're using a late model control panel you need to replace your resistor with a transistor. The blower motor housing itself may be the same except maybe for the hole where the resistor or transistor mounts.
I also noticed that your evaporator temperature sensor is not plugged in. That will be a problem if you're running A/C.
Really with this kind of swapping you should have diagrams of both cars and compare closely, rather than just jamming plugs where they appear to fit. Under the hood, that can lead to some serious mistakes (such as misplugging the MAP vs TPS). Hondas aren't designed as "idiot proof" as American cars because they assumed that the people working on them would not be idiots.
