Is there a hands down best-to-boost motor?

I'm not so concerned about internals as they would easily be changed, but I'm talking more like block design, head design, availability, and parts availability.

I did some searching and came across references to the B18C but there was a lot of back and forth on it. And I think the B18C is a JDM motor that may be hard to get? I think the B18C1 is the USDM...

 

a lot of people say that the b18b or a from an integra non-vtec hold up to 10psi really well
