Sometimes the bottom bolt gets rusted pretty badly and is seized into the filter. Spray penetrating oil on it and let it sit for about 15-20 minutes. I think its a 16mm, you should buy a wrench that fits almost the whole way around the bolt to keep from rounding it. If it still wont come lose you may have to cut the line and replace it. Not too hard to do but it is a pain in the *** :/ How long has the filter been on for?

Do exactly what gabriel said the wrench what he is talking about is called a line or flare nut wrench they look like this http://www.sears.com/sr/javasr/produ...seBVCookie=Yes

He is also right about the penetrating oil let it sit on there for a day or two and spray it every couple of hours. That take care of it. I have found that something like PB blaster from like walmart works about the best and dont use WD-40 like most people say that dosent work for ****. Good luck
