Regaining lost power

Question Regaining lost power

So I've pretty much finished cleaning my '99 EX, and before i end up spending money on anything else I'm trying to get my car running as well as i can. So far I changed the oil and manual transmission fluid and put a new air filter in. My next step was going to be spark plugs, but I recall hearing that it's good to change the wires and even the distributor cap. Is this true? what else do i need to replace around there? Any other hints at getting her back into shape are much appreciated!

Distributor rotor in addition to the cap. I would go ahead and replace them if you do not know how old the current ones are.
