Aren't the bolt washers on top of the cover, so they slide off the bolts as part of taking the cover off? That's how the non-VTEC ones are anyway.

It's fine to try to reuse everything, worst that can happen is you have a slight oil leak until you get a new gasket. Make sure the gasket stays with the cover as you remove it. Sealer should not be necessary unless the gasket gets seperated from the cover. Even then use only a small amount at the corners where it goes up to the round parts for the camshaft.

Well I have changed the gasket and the sparkplug groments. I want to go ahead and replace the bolt washers before I reassemble every thing.

The rubber washers are hard and cracked. The bolt has a flange on the end of it keeping the rubber washer on. Its hard as hell to get those washers off the bolts.
