It's been neglected ever since i got it. my girl got the car for $675 since it was in poor condition but driveable, except it shaked like a mother and we had to change the right arm completely. Meaning where the tire is mounted that whole thing was replaced, and the paint was ugly we had to paint it. So it's been neglected before we even got it. And it's gonna stay like that, unless the next owner gives it TLC...

Ok. I didn't know there was three different meters. Anywho, I know for sure the tripmeter doesn't not work. I am guessing the speedometer is the one that tells you how fast you are going, I didn't actully think about that one but it doesn't work either. So I can't tell how fast I am driving, how many miles the car actually has on it or how far I drive from stop to stop.

You almost surely have a problem with the VSS or its circuit. The diagrams instruct you on how to troubleshoot. Is the CEL ON?

No, the CEL is not on.
