Well one thing...are you running your defrost all the time? I would assume so considering the time of year. As far as I know the defrost triggers the a/c, which would have an effect on milage and power. This was painfully obvious in my dodge neon (especially since the a/c system was not working well) you could feel a very noticable difference when driving with and without the defrost. I dont know how a/c effects the honda as mine isnt equipped with it.
I get ~330miles on a tank and each fill is ~10 gallons.

My AC doesn't seem to make much difference. I have like the slowest possible '00 Civic (auto, AC, non-VTEC, roofrack), and it still pulls hills at highway speeds without a problem.
If you're having trouble maintaining the speed limit over flat ground, with a 4th gen or newer, something is wrong with your Civic.
