Turbo, I/H/E (intake/headers/exhaust) but if you want to make it fast, make sure you get a good suspension and tires. I hope you didn't buy a 89 Si thinking it could run a mustang. Civic's arn't fast stock. Any fast civic you see has been modded. Any really fast civic you see has been heavily modded.

h22s can go into an Ef (88-91 civic/crx)...usually for drag only because so much weight in the front but it has been done...you can get some real power with a B16 swap..check out this

It's really up to you. A turbo will give you a good amount of power. It all depends if you want to or not. Because with an engine swap, you have to get a new tranny/ecu/etc. If you put on a turbo, you can get some power without swapping a ecu, tranny, or any big engine component. Price wise, I have no clue, but a turbo might be easier than a whole engine swap.
