I assume he has a D16y7 motor and wants to change it to a D16y8? That is very simple. It is a direct swap. Most all of the parts on the current motor will fit with the new motor. You would have to add wiring for vtec, and run an OBD2a (96-98) ECU from a vtec equipped Civic.

the d16y8 is ready for v-tec already? Does this mean that you would just need to add a ecu to make it work...or will you have to change the heads up?..

You said you were pulling out the d16y7 in the car? If yes, you would be installing a D16y8? That is the same motor as the y7, but with a vtec set-up. This motor come in the 96-00 Civic EXs.

If your car came with the y7, it is not wired for vtec. You must add these wires, or swap to a y8 engine harness. Apparently, it is easier to just add the wiring.

Yes, you would need an ECU for vtec to work properly.
