They do very little on a stock car. On a highly tuned car they provide a better ground path and should in theory increase horsepower.
Not worth a whole lot from what I have read and been told. However, I have not seen any dyno results to back them up though. Someone here might have used a set before though.

Voltage stabalizer = capacitor which people have mixed results/feelings about
The grounding kit is only good if you are replacing tired old ground connections, over time the factory grounds will slowly corrode and in turn this builds resistance in the line making the flow of power inhibited leading to issues..... are they needed? well it's appart to the "big 3" for car audio and it's worth it to me, but unless your OE lines are shot (and you're not rocking mass lights or a big system) than it's not needed...
This being said the all in one kits are nice tho the shipping being more than the cost of the item is an ebay scam...
