ok heres the deal my horn is not workin i had the srs on
but i turned off duing the jump thing i alread checked the fuse under the hood
does any1 knows how to fix it or wut could be i have a honda ex 98 thx

Yeah it really sounds like your cable reel is broken. This will also break the circuit to the driver's air bag, causing the SRS light to turn on. The cable reel must be installed properly or it will break the first time you turn the steering all the way to one side. Also if you disconnect the steering rack and turn the wheel, that will likely break it.

When I bought my 2000 DX awhile back, mine came that way too. The previous owner had the rack and pinion replaced, and they didn't properly reinstall everything. So when the previous owner took his first right turn, the cable snapped. You have to get the part from the dealership or from a junk yard. To get to it, you have to pull all the covers off of the steering column, use a torx screwdriver to remove the airbag (after using the safety jumper on the underside of the airbag), probably the steering wheel too (I used a spark plug socket), and then the cable reel is under that. There are a couple of screws to remove it and a couple of connectors to pull off it.
To replace it, you manually turn the replacement reel all the way to one side, then spin it around 3 times to get it to the center. Your steering wheel is designed to spin around 3 times only in either direction, so if the reel was misaligned, a simple spin of the wheel ripped the cable. These instructions are on the reel itself too.
