It will vary from state to state.
For Wisconsin...

Red light can ONLY be emitted from the rear of the vehicle.

White light can on be emitted from the front of the vehicle with exception of driving in reverse.

Amber light can be shown from any place on the vehicle.

Blue is not allowed anywhere on the outside of the vehicle.

In Arkansas, for example, it's an instant felony to display blue lights.

You can rock 'em till you get pulled (if you get pulled over) and be like, "oh sorry officer! I didn't know they weren't allowed, I'll take them out right away."

I did that with blue LED windshield washer sprayers. The cop just said, "Hey sorry, but those aren't allowed. Now have a good night."

I also had some red LED turn signal bulbs. The cop said, "Hey sorry, but those aren't allowed. You need to take them out and then bring proof to court that you changed them, and then you're good. No fine or ticket."

ninja edit: Actually what you should do is just turn them off when you're driving around and only use them when you're parked. You're much less likely to get in trouble that way.

Yes, blue lights will get you in big trouble. They are only legal on police cars. Having them on a private car could be considered impersonating the police.
