Should I buy this civic??
I am new to the import scene and am looking to purchase my first civic.
the one I am most interested in is a 2000 civic SI with a turbo approx 25k miles on engine rebuild and mods. Body and interior are all good.
here is a list of mods:
B18C GSR
FyneTune Log Turbo Manifold
TurboNetics Turbo t3/t4 54trim
ACT 6PUCK clutch with ACT Heavy Duty PP/ ClutchMasters 12lb flywheel
Weisco 9:8 pistons
Eagle Rods
ARP Head Studs
Innovative MotorMounts
760 EDGE Injectors
Skunk2 Intake Manifold
3'Intercooler piping greddy type rs BOV/threadstone intercooler
3'OPEN Downpipe
Skunk2 Short Shifter
GSR Transmission
STOCK HEAD
New Oem Oil Pump
New Oem Water Pump
New Timing Belt
Hondata 4 Bar Map Sensor
Hondata S300
he is asking $5500 firm so basically my question is what things should I look at or be aware of in looking at a turbo civic with these type of mods, does that set up seem like it has the right build to provide reliable power? And is the price good or should I keep looking.

If you've never boosted a car, don't buy a boosted Honda. If anything goes wrong, it won't be fun trying to fix it. There are a lot more sources for problems when you don't know the quality of workmanship or what sort of shortcuts they may have taken. Start small, you'll thank me later.

Depends on your budget.
88-91 are really simple but getting increasingly hard to find in good shape. Cable transmission is the weak point. No power steering in the hatchbacks.
92-95 introduced things like abs and I think airbags. Introduced hydro clutch.
96-00 all have airbags and abs, they accept a B series swap almost directly.
I'd get a 96-00 hatchback if I could afford it. But it's really whatever style you like the most. Pretty much anything performance-wise is the same from 88-00. 88-91 can convert to hydro transmission, airbags can be removed, jumper harnesses are available to put a tuneable ecu in any chassis. Just make sure it's 5-speed, minimal rust, and a color and style you like. Anything newer than '00 is hard to mod or expensive.
Integras are similar by the way.

not all 96-00 civic's have ABS
do you have to worry about emissions every year?
if not for $5500 I'd buy it as long as it looks like the inside/out/engine bay look like it has been taken care of.
does the car run smooth, no smoking?
does transmission work fine in any gear, no grinds. rev car in neutral, keep clutch depressed and see if you can shift into any gear without anything catching/grinding
but like I said, if you have emissions to deal with you won't pass.
I have to swap out my ecu, injectors and map sensor every year because of my turbo and emissions test
