Why is it that high flow cats are cheaper then stock ones?

I live in an area that doesn't have emmissions testing, but i learned all about it in school and did some emmissions testing of our own so that we could get a feel for what to look for. I like having a cat, even though my car doesn't, but i will once i get some money. It is just good piece of mind knowing that you are cleaning up the environment a little more, sound levels go down, sound quality goes up and the smell is a little better.
