Default A couple of bumper questions

Here's a crappy camera phone picture and diagram of my problems:

1. The flap at the bottom, labeled by "wtf?" is really annoying. It has bolt holes, but they are stripped. I'm out of ideas to keep it up, but even when you push it up it doesn't seem like it fits under the car very well. It's really visible from the road and it scrapes alot, so i'm thinking about just maybe cutting it off, but do I need it to protect the engine bay?

2. Labeled by "ugly", the grill on the 94 integras are ugly. Often, people cut out the bar in the middle of the grill, and the nasty plastic backing, and leave it empty with an intercooler behind it (but that costs money lol) and I don't have to know how or money to patch up what would be left over. My other alternative is to get one of these. I know the price looks cheap, but there are better ones, that's just an example. Think it would look good or bad?

Thanks guys.

It won't put the engine at any risk of damage?
