Lowering

EBAY they sell coil overs for $50 shipped. and as long as you do just a mild drop with them and dont slam it all the way you will get a nice ride for the money. my buddy used a set on his integra and still used his stock struts and just lowered it enough to take out wheel gap. and it rode like new without any problems. so if you are looking for something cheap that works i would suggest that.
If you want a mellow drop, get Tein S-Techs, and depending on how old your OEM struts are, new struts. I have S-Techs on 160K OEM struts and the ride is just fine, and the drop looks good too. They were less than $200, and not THAT hard to install.

Speaking as someone with cut springs (I bought it that way. Back off me), I've got to say it's one of the roughest rides I've ever had in a car. Doing a 2 inch drop with cut springs means I'm riding rough and bottoming out on everything larger than a quarter in the road.
