While Stiffler may protest this governmental use of his hard earned tax money, it might help increase HCF membership by putting more potential members online.

More HCF members means more newbies for Stiffler to harass.

Actually I think this is just like the highways project... we wouldn't have have had a highway system if it wasn't for a depression and government stimulus. This I have nothing against since I can see the benefits. However I can see how the government isn't equipped to work on a project like this...
