Default required registrations and project cars

I'm thinking of picking up a cheap beater to use as a project car. I have no time-table on when the car will actually be road worthy, so I would rather not spend money on vehicle registration, inspection, and required insurance if the thing is never leaving the side of the road by my house for the next year. Do any of you know if they are still required?

you have to title transfer.. and in pa.. if ur car doesnt run you can tell them that at the registration place..its not road worthy... but they will have to give you a salvage title then... which scars ur car for life
