1998 civic ex speedometer problem

I have been having an issue where my automatic transmission doesn't change gears properly (especially low speeds) and the speedometer flicks randomly between 60 and 180. The engine also "pluses" with revs going up and down. Thought it was a speed sensor (looking at the diagrams there is only one on the transmission?) So I replaced it and the issue still persists. Have any of you dealt with a similar issue? I don't know what internal plugs to check or if there is another sensor that exists or wiring to target. The car itself isn't in the best of conditions, the nature of a fix would to get the car to run for another 1k miles so I can swap it.
