Default Connections

Check the connections from the battery and make sure there is no corrosion on the wires. If there is use a wire brush clean up the connections to th battery and see if that works.
Since the lights do not come on its clear that there is an issue with the connections to the battery.

You can try to jump the starter, too. I had to do that many times back when I had my Integra.

Yeah, good point jump start the starter and see if it clicks. Use a flat head screw driver and touch the postitive to the negative on the starter. I recommend using a screw driver that has a rubber handle or plastic handle lol.
