2003 Civic blower not working

Question 2003 Civic blower not working

I have a 2003 Honda Civic and the AC/heater blower is not running. When I turn the AC/heater on, I can hear something turning on, but then the blower does nothing. Initially, the blower started when I turned it off and then on, but after turning it off/on additional times, it failed to restart.

I took off the blower motor power transistor and got 1.5 kOhms across pins "3" and "4" and infinite ohms across pins "1" and "2". I also checked the voltage on the wires running to the blower. The voltage is always 12V, and it does not change when I change the blower control dial on the dash. I was not able to measure any current across these wires, but I'm not sure how that could be if there is a 12V difference.

Is the problem the blower motor transistor? the blower? something else? Is more information needed?
