Buy a basic multimeter for $15-$20. Check Sears, Walmart, or your auto parts store.

The diagrams below show the locations of the major ground wire connections, which start with a capital G designation. Check them all.

Have you checked this suggestion of MK yet?

How did you check each engine ground connection? You should use a multimeter to demonstrate that each connection has continuity with a ground point at the other end of the ground wire. You should also remove each ground wire and clean the contact points with steel wool.

Make sure you also check the G301 and G401 connections (see diagrams) as they provide ground for the head lights. By the way, does turning ON just the parking lights also produce battery voltage at the distributor? And just to verify, no voltage is measured at the distributor with the key OFF and the headlights OFF, right?

The dizzy does spin when i turn over the car.
I get like 1.5 volts at the dizzy when the key is off, i get 12 when key is turned to two.

but then i take the key out, and the dizzy still reads 10 volts.

You may have a bad ignition switch. Here's how to check:

You test continuity for only two terminals of the connector(s) at a time. Where the diagram indicates that continuity should exist between three different terminals (e.g., 1, 2, and 3), you test all three permutations (1+2, 1+3, 2+3) pairwise.

Also test ALL terminal pairs where continuity should NOT exist. For example, all non-continuity terminal pairs with the ignition key in the 0, I, II, and III positions.
