Default 90 no start after engine and trans swap

1990 civc dx hatch New to the forums.... just did a d15b2 engine with manuel trans..... motor ran before I took it out.... computer is giving codes 19 and 20...... car is in time but the distribtor is off by about a quarter turn and is blowing air and fuel out of the throttle body. I have compression is all 4 cylinders and spark on all four. I got the frame and motor dirt cheap soo I couldnt give it up.

Spark wires on wrong? Set engine to TDC1 using the marks on the cam sprocket. Then check that the crank is also at TDC. Take the cap off and the rotor should point to wire for #1 (cylinder furthest from distributor). The firing is 1-3-4-2 going clockwise looking at the top of the cap.

That should not happen. Is the rotor attached properly? How about the cam gear? If you take the distributor off, the slot in the camshaft should be vertical (perpendicular to the top of the head) at TDC1.
