Sounds like your rings are going. Meaning it is burning oil, but slowly.

You could do a compression test on it. If any cylinder is lower than the others, put a SMALL amount of oil down the spark plug hole and test again. If the compression comes up, you have bad rings.

Not too surprising giving the miles on your car. I'd recommend using some STP or Lucas Oil additive every oil change. That should help that tired engine.

Also, check your coolant and make sure it's green and not brown sludge. If it is, your head gasket needs to be replaced.

Look for visible leaks. Park it over some cardboard and check for oil spots. Could be your oil pan gasket leaking (8 dollars for a new one) or the valve cover.

I have a 2000 civic ex with 100k on it. I was using about about a quart and a half between oil changes. All hondas use oil if they are drove hard. Vtec seems to use oil. I have mine tore down to bare block right now and the rings dont seem to bad and the block looks great. Im going to replace the rings, bearings, valve seals and have the head gone over.

Im NOT saying you arent using to much oil. If u are using a quart in 700 miles that is quite a bit. Like norbster86 Do a compression test and see what that looks like. The valve seals might also be bad causing oil to get in to the motor and its burning it off. It might not smoke if the seals are just leaking alittle oil. But either way check it out and let us know what you find.
