Default 95 Honda Civic EX (horn not working, windows not going down all the way)

Hi, new owner of a 95 Honda Civic EX Coupe.

The horn isnt working. I checked the fuse box and I dont see a fuse slot for a horn. The steering wheel has two horn bottons, I press them both in, I dont hear nothing.
Common problem? I tried pressing in on the middle of the steering wheel, nothing.

Just want to be sure, but the middle of the steering wheel can also activate the horn?

Also, the two windows on the drivers and passenger side dont go all the way down. They go down but maybe halfway.
Bad motors or do I need to lube somethign up?

For the horn, listen if you hear the relay under the dash click when you press the button on the wheel (engine need not be on for this test). If you hear the relay it's probably the horn itself rusted out. If you don't it's probably something to do with the wheel.

Do the windows stop suddenly like they hit something hard? If so, someone may have installed aftermarket stereo speakers that don't have sufficient clearance for the glass to go all the way down.

Ok my window problem is fixed. Turns out, really cold weather makes the windows go down really slowly.

As for the horn, yes I do hear a relay, I will replace the horn and see what happens from there. thanks for the help
