Default 96 dx failed smog for the 3rd time today

I have a 1996 DX with 179k on the clock, i failed smog for the 3rd time today, first time it needed a new O2 sensor, i replaced the lower one and checked the upper one to see its condition, after inspection i went ahead and over tightened it and cracked the manifold, which caused me to fail the 2nd time, that and that the muffler had broken off (which you think i would have noticed??). I had my manifold welded along with my muffler, took it in today and it failed with to high of CO @ 1.14 ppm out of .57 max @ 15 mph, but passed at 25 mph with .42 parts per million out of .55 ppm maximum and everything else looked great as far as CO2, 02, HC and NO.

Any thoughts? My mechanic thinks it may be the cat in the manifold but i really dont feel like dropping $300 on a new one if there might be some magic additive or something small to correct this.

Is there a check engine light on? Does it work?

I don't know what state you are in, but some states have a opt out clause for these tests if your cost is higher than the threshhold they set since for some cars, it is simply too costly to fix. I'd check on that before you fork over all this money to fix your car

i live in california so there is no option to opt out and the check engine light is not on but i do beleive it works
