Default 99 Civic EX misfire

Working on my mothers 99 Civic EX V-Tech. Runs OK until around 30 MPH and then runs rough, bogs down and wont accelerate with a code of P1399 and flashing CEL. When you pull over and shut it off, it runs fine again once restarted. From what I am reading it is a random misfire code (P1399). What is the consensus here? I would think that plugs and wires, although they are probably in need of changing, would be ruled out here because it is a random code. If it were a certain cylinder, I could see how 1 plug or wire could be bad, but to have multiple go bad at once seems unlikely. I am guessing more of an issue with the cap and rotor or something in the distributor like the igniter. What do he guys that know have to say? Any help would be appreciated as I would like to get some good knowledge rather than try and throw parts at it in my own with my very limited knowledge. Thanks in advance.

Your diagnosis is sound. Random misfires are likely due to the plugs/wires/distributor. If you have a spare spark plug, check the spark. Pull one of the plug wires off and put the plug into the wire. Have someone else crank the car and see how the spark looks. If it's blue, thats good. If it's a weak orange color, that tells us something.

Have any of those components ever been changed before?

Changed out the plugs, wires, cap, rotor, fuel filter, air filer, and PCV valve today. So far so good. Aside from the air filter, I think everything was original to the car. If it acts up again, I will probably just swap out the distributor with a rebuilt Cardone. Any negatives to the Cardone unit or rebuilt distributors for this car in general? The Cardone is in stock at my local parts store. Thanks again for the help.

Issue has yet to return, so I guess the tune-up did it. Thanks for the help WellFedHobo.
