AC blows warm air at idle

Default AC blows warm air at idle

My 1996 CIVIC DX has begun blowing warm air at ide. When I turn the AC on at idle, the fan doesn't kick in until I rev the motor above 2000 RPM, then the fan slows down quite a bit when the motor is at idle but remains on. The AC blows very cold air at cruising speed.

The condenser fins seem to be okay, any ideas to what the problem might be?

You may have a bad condenser fan relay in the under-hood fuse box:

Also check the A/C ground wire which should start from the condenser fan and go to the car body.

The condenser fan should run at full speed all the time the compressor is engaged.
