Default Buzzing noise when I try to start the car (electrical, i think)

I have a 2006 civic and for the past several months there has been a buzzing noise whenever I turn the ignition. It's been sporadic for the first few months but now it happens pretty much every time I try to start it and my car will not start.

The buzz is located in the dashboard above my left knee when i'm in the driver seat.

When i would turn the key slowly it would start, but now it just buzzes

I tried replacing the starter cut relay but the problem is still buzzes and the car still wont start.

My friend said it might be the starter solenoid, but I don't know how to check.

Can anyone help please?

Does the whole car lose power when you try to start and it doesn't? Turn the headlights on for example and see if they stay bright or go out. If the whole car loses power it's usually bad connections at the battery, the ground wire, or the battery itself. Various relays and parts will buzz when they have abnormally low voltage.

The car has power. I tried this morning and the headlights turned on and so did the radio and everything else.

Yep. I tried it again this morning and they do. I'm Pretty sure it's not the battery and leaning towards it having something to do with the electronic components in the starter.

Manual or automatic? It could be the clutch interlock if manual.

You can go under the hood and jump the starter. Unplug the small wire on the starter. Jump the terminal on the starter for the small wire to battery +. The starter should turn (Beware, the car may move if it is in gear, so make sure it is not and stand clear). If the starter turns that proves the starter, battery, and heavy wiring between the two are OK.
