Can wheel bearings do THIS???

It is quiet more than it is there. I cant get it to make the noise most of the time, even when I try. But the hubs do not get abnormally hot after driving distance with the noise. Should I fork over the $300 and get it fixed? I dont have the time to learn how to do it myself, or the tools.

300$ is overpay to change a wheel bearing, inspect the dust cover behind the rotor and the brake pads, does the wheel wiggle any when its jacked up and about how much?
