Default Check engine light wont give code

I have a 95 civic EX with the check engine light on tried doing the paper clip to sort out the obd (I think that's what its called) to make the check engine light blink and give me the code but it just stays on solid wont blink I removed the 02 sensor to make it give me the 02 sensor code but it just stays on solid the car has a strong smell of fuel when it's on after a while it does sputter and sometimes turns off I also removed the oil cap and smelled it and it does smell like fuel What would resolve the check engine light to give me the code?

If you have a buddy with a similar car (92-95 only), you could try and use theirs as a quick test to ensure it's the ECU rather than the wiring to the ECU.

My brother has a 95 civic so we tried out his out and with his ECU the check engine light isnt on
so it's the ECU that's bad?

If you swapped only the ECU and the code is gone, I would think it's safe to say that yours is bad. You've isolated the problem during the ECU swap.
