Default Cylinder Missing

Hi I'm new here so bear with me if this has been delt with before. 91 civic dx. Was running really well but burning a bit of oil. Just recently it started to run very poorly and a bad vibration. I pulled the plugs and found one of them to be very fouled. I put a new plug in and it ran better. I have been pulling the plug and cleaning it up every couple 100 km's. Just recently i changed the plug it still run very badly. During idle I pulled the wire from that one cylinder and the car kept running as though I did nothing. I am thinking about replacing the head and piston rings. When the head is removed can the piston rods be acessed by removing the oil pan?
Thanks
Dave
