Answers to a several basic questions may help to troubleshoot your problem.

What is the Civic year and model?

Have you checked whether contact points within the distributor cap are corroded and therefore incapable of transmitting electrical spark to the plugs?

Are your spark plugs fouled?

Do you have new plug wires?

How do you know that the distributor is receiving proper power?

Did you recently have any relevant engine work done such as on the ignition system?

Check your ignition coil and your sparks.
