Default Problem in the distributor

Hey there, new to the world of civics, I just bought a 93 Si hatchback 5 speed. Today when I was driving I started noticing a funny noise, so I popped the hood and there is a bad sounding scratching noise coming from the distributor. Any idea what this might be I'm worried about my timing.

350$ part without not knowing if it's needed or not kind of sucks though.
