Question Does the engine need to run to get any useful info from an OBD?

Does the engine need to be running in order to get any useful information from an OBD?

I have an engine that will not start and am willing to buy a cheap OBD if there is a chance that it will help me.

The engine does not have to run for a scanner to pull Diagnostic Trouble Codes and Inspection/Maintenance Monitors. Turn the ignition key to the ON position.

If you don't have a current check engine light then there may not be a code to display (although there could be a pending code).

Have you read a basic article on troubleshooting a car that won't start?
