Default fog lights help

Okay so my buddy has a 2006 SI and he got some fog lights off of ebay and can't get them to work. They are supposed to be stock lights and they look like they are. The lights came with the relay and all wiring even the signal wire with brown terminal to plug into the stock wire. Our problem is that we put it all together except mounting the lights to the car and now light. The plugs were all in and a fuse was in the needed spot on the fuse panel, we tried with the headlights on and off and hi-beams on and off but no luck. Does anyone have any insight for us? Thanks.

Are the fog lights grounded? No ground = no light. Otherwise check that the bulbs work, that is, if all your wiring is correct.
