What year/engine Civic?

Edit: Check whether the throttle cable is too tight.

sorry forgot to add: 1998, stock B16 engine. would the throttle cable the only thing? or is something else controls the pedal "rebound" rate?

The springs on the throttle body pull the throttle closed and the pedal back up. There are two springs so it will still work somewhat in case one breaks, make sure that both are good. When you pull the throttle open at the throttle body and let it go, it should snap right back. Maybe there is some gunk in the pivots, though usually a dirty throttle body will stick closed.

If the cable is sticky, a new one is not very expensive. There's no way to take the cable apart and relubricate it.
