Heater Circuit Fuse?

Heater Circuit Fuse?
--2003 Civic Hybrid.
I replaced my O2 sensor but now I'm getting heater circuit codes on both O2 sensors, so I'm assuming I blew a fuse--but I've checked all of the fuses I'm aware of and they're all good (under the hood, and under the dash)
Each 02 sensor has 2 white wires, 1 black, and 1 gray.
From what I understand there should be 12v between 1 of the white wires and ground. I get 0v on one white wire and 0.5v on the other. It's the same for both 02 sensors.
Any ideas?

I don't know about the hybrid, but in other models it is the black and yellow wire in the harness that feeds one of the white wires on the sensor. That wire should have battery voltage whenever the key is on (again in a hybrid there are situations with the key on but no need for the engine to run, so there might be a relay somewhere). Would really need to pull a schematic and trace it out. If all the fuses are good there would need to be a break in the circuit elsewhere.
