Default Help identifying mysterious part

I was cleaning the interior of my '93 civic today and as I was looking on the driver
side floor mat, I saw a strange looking cylindrical rubber part right below the seat.

Can anyone tell me what this is?

Maybe it used to have a plastic clip on top and held the floor mat in place? Just a guess asmy '07 has a clip on the driver side just at the underside of the seat for that purpose.
