Honda Civic DX 97 o2 Sensor Issue's

Honda Civic DX 97 o2 Sensor Issue's
My Honda is having a huge Issue with the O2 sensor, The Code Error are (P0135, P0141). No Mater what i do it wont go away. I'll List the things i have done to fix it.
Had this problem for a month and half.
1.Replace it both down stream and up Stream.
2.Replace the Harness.
3.Check the wire to see if there voltage.
4.Switch ECU to see if it's the ECU- no it's not.
5. Look at the fuse under the Dash, Fuse #15 v7.5.
Can anyone help? any advice would help.
