Question How to keep steel rims from looking bad and rusting!!!

How do we keep the steel rims from looking bad and rusting. I have a 2010 Civci Lx with steel rims and wheel covers, and the steel rims have started to fade. My daughter has a 2008 Civic Lx with steel rims and wheel covers and in 2 years her's are starting to rust. What can be done to slow down or prevent this from happening? Thanks, 2010civiclx

1) Replace steel wheels with mag/aluminim wheels.
2) Spray WD-40 on removed steel wheels.
3) Plastic bag steel wheels and store in cool/dry place.

Maybe wax & polish them often or something?
