My car keeps idleing up and down and thought it was the IAC sensor and replaced it and it still does it. Anyone know what it is?

Lots of things can cause that, not just the IACV.

Air pockets in cooling system?
Vacuum leaks?
Throttle cable too tight?
FITV?
Base idle set wrong?

What is the idle setting supposed to be for a 2001 Honda Civic? What could cause a rough idle?
