Ignition lock cylinder

Does anyone have a source for a replacement lock cylinder for a 2003 civic LX?
Also, is there any way to repair the cylinder? - my dealer is quoting over $1000 for replacement.
Can the transponder be reprogrammed without goin to a honda dealer?
